Selling Nicotine Pouches in Europe: A Retailer Checklist

24 October 2026

Nicotine pouches are sold in many European countries, but there is no single set of rules that covers all of them. What is allowed in one country may be restricted or banned in the next, and rules are revised regularly.

This article is a general checklist of the questions to ask before you start. It is not legal advice. Always check the current law in your own country and, where needed, ask your local authority or a legal adviser.

One fixed point

One thing is clear for every customer of SnusCore Wholesale: sales are for adults 18+ only. Some countries or regions set a higher minimum age. Follow your local rule.

Everything else in this checklist depends on where you are.

1. Is the product allowed where you sell?

Start with the basic question: can nicotine pouches be sold legally in your country? Look at how your country classifies them. Depending on the country, they may fall under tobacco law, a separate nicotine product law, general product safety rules or a combination. The classification affects most of the other points below.

Also check whether the rules depend on the type of business. Some places allow sales only in certain kinds of shops, or restrict online and distance sales.

2. Do you need a licence or registration?

Some countries require retailers of tobacco or nicotine products to hold a licence, register with an authority, or notify a regulator before selling. Find out:

  • whether a licence or registration is needed for your shop;
  • whether it covers online sales as well as in-store sales;
  • whether it needs to be renewed.

3. Are there limits on nicotine strength?

Some countries set a maximum nicotine content per pouch or per gram. If such a limit applies, you need to check each product before ordering. On SnusCore Wholesale, every product page shows strength in mg per pouch, along with a label from Light to Extra strong. Our article on mg per pouch vs mg per gram explains how to compare the two units.

4. Are certain flavours restricted?

Flavour restrictions are under discussion or in place in some countries. Check whether any flavours are banned or limited where you sell before choosing your range.

5. What are the packaging and labelling rules?

Rules may cover:

  • health warnings and the language they must be in;
  • how nicotine content must be stated;
  • child-resistant packaging;
  • registration of products with a national authority.

Products you buy wholesale are packaged by the manufacturer, but you are responsible for selling products that meet the rules in your market. Check before you order.

6. Is there an excise duty or special tax?

Some countries apply excise duty or a specific tax to nicotine pouches, and some require tax stamps. Where this applies, you may need to register and pay the tax, or buy products that already carry the right stamps. Find out how this works in your country before you place an order.

7. What are the rules on display and advertising?

Rules may limit:

  • where and how products can be displayed in store;
  • price promotions and discounts;
  • advertising, including on social media and your own website.

Check these before you design your shelf or your online shop.

8. How will you check age?

Every sale must be to an adult. Decide how your staff will check ID, and train them to do it every time. If you sell online, check what age verification is required for distance sales in your country.

9. VAT on your wholesale order

VAT is one area where the position for trade buyers is clearer. Companies with a valid EU VAT number pay 0% VAT on orders from SnusCore Wholesale under the reverse charge mechanism. How you then account for VAT in your own country depends on local rules, so check with your accountant.

10. Keep up with changes

Rules on nicotine pouches change. A product or flavour that is allowed today may be restricted later. Set a reminder to review the rules regularly, follow updates from your national authority or trade association, and adjust your range when needed.
