How to Start Selling Nicotine Pouches: A Wholesale Guide

16 October 2026

Nicotine pouches are a small product with a lot of detail behind them. If you run a shop, kiosk, petrol station or online store and want to add them to your range, the work is mostly in the preparation: checking the rules, picking a sensible first range and setting up a supplier that fits your volumes.

This guide walks through those steps from a buyer's point of view.

Step 1: Check the rules where you sell

Before you order anything, confirm that you can legally sell nicotine pouches in your country, region and type of shop. Rules on nicotine pouches differ between European countries and they change regularly. Some countries limit nicotine strength, some restrict flavours, some require registration or specific labelling, and some tax pouches differently from other products.

One point is fixed for us: sales are for adults 18+ only. Your local minimum age may be higher, and you should follow it.

For everything else, check your national law and, if needed, ask your local authority or a legal adviser. We cover this in more detail in our article on what retailers should check before selling in Europe.

Step 2: Decide who you are selling to

Your customer base shapes your first order more than anything else. Think about who already asks for nicotine products in your shop:

  • Commuters and office workers often want a discreet format and familiar brands.
  • Existing snus or pouch users usually know exactly what they want and ask for specific brands and strengths.
  • Customers switching between brands like to try new flavours, so variety matters more than depth.

Talk to your staff. The questions customers ask at the counter are the best market research you have.

Step 3: Build a first range

A first range should be small enough to sell through and broad enough to cover the main requests. A practical approach:

Start with known brands

Well-known brands make the first sale easier because customers recognise them. On SnusCore Wholesale you can browse the VELO wholesale range and the ZYN range, alongside brands such as LOOP, SKRUF, KILLA and many others on the brands page.

Cover the main flavour groups

Mint is the base of most pouch ranges. Add a few fruit and berry options, and one or two less common choices such as liquorice or coffee if your customers ask for them.

Spread across strengths

Every product page shows strength in mg per pouch, together with a label such as Light, Medium, Strong or Extra strong. Stock a spread instead of only the strongest products, so you can serve both regular and occasional adult users.

Include more than one format

Regular, slim and mini pouches suit different preferences. Having at least two formats on the shelf avoids losing a sale because "it's not the one I use".

Step 4: Understand the wholesale order

SnusCore Wholesale is built for trade buyers. The basics:

  • 40+ brands and around 2,000 products, with trade prices per can shown after login.
  • Minimum order of 240 cans per warehouse, in any mix of brands.
  • Sold in steps of 10 cans, so you can order 10 of one flavour and 30 of another.
  • Four warehouses: Northern EU (our own stock in Lithuania), Central EU, Scandinavian and Eastern EU. Each product page shows where it is in stock.

The 240-can minimum applies per warehouse. If you want products from two warehouses in one go, each part of the order needs to reach 240 cans. Our guide to mixed wholesale orders explains how small shops can reach the minimum without overstocking.

Step 5: Register and check trade prices

Registration is free and open to companies and private persons aged 18+. Once you are logged in you see the trade price per can for every product, which lets you plan your retail prices and margin before you commit.

Companies with a valid EU VAT number pay 0% VAT under the reverse charge mechanism. Have your VAT number ready when you register.

Step 6: Order, pay and receive

Ordering is quick: you type quantities straight into the fields on the product list and they go into your cart. When you check out, you receive a proforma invoice and pay by bank transfer.

After payment, delivery usually takes 3-7 working days. Orders from Lithuania ship with UPS, and you can also use your own shipping label if you have a courier agreement. Full details are on our delivery and payment page.

Step 7: Set up the shelf and review

When the stock arrives:

  • Store cans somewhere cool and dry, away from direct sunlight.
  • Display products by brand or by strength, and make the strength easy to read.
  • Keep pouches behind the counter or in a controlled display, and check age on every sale.
  • Track which products sell and which do not. After a few weeks you will know what to reorder and what to drop.

The first order is rarely perfect. The second one, based on what actually sold, usually is much closer.
